He is licensed before the Texas Supreme Court, the U.S. District Court for the Southern District of Texas, and the Fifth Circuit U.S. Court of Appeals. Judge Karahan is a certified Criminal Law Specialist by the Texas Board of Legal Specialization.
Judge Karahan interned at the Harris County District Attorney's Office in the intake and grand jury divisions full-time during law school. He served as a Harris County Assistant District Attorney from 1983 to 1987, and was a member of the child abuse committee. He served as an Assistant U.S. Attorney for the Southern District of Texas, U.S. Department of Justice, from 1987 to 1991, assigned to the Major Offender Division, Bank Fraud Task Force and to child exploitation investigations and prosecutions. In 1989 Karahan received the U.S. Attorney General's Special Achievement Award for successfully prosecuting two FBI Top Ten fugitives for a multi-state kidnapping-robbery crime spree. In 1991 he left government practice to become litigation and compliance counsel for a Houston-based Fortune 100 company. In 1995 Karahan left corporate practice to start the white-collar defense firm of Jay Karahan & Associates, specializing in state and federal criminal trials and appeals, corporate compliance and corporate internal investigations. Also, from 1987 to 1997 Karahan was an Adjunct Professor of Law at South Texas College of Law teaching criminal trial advocacy. In 2000 he served as Chair of the Criminal Law and Procedure Section of the Houston Bar Association, Vice-president of the Harris County Criminal Lawyer's Association, and council member and director, respectively, of both organizations. In 2005 Judge Karahan served as Co-chair of the HBA Administration of Justice Committee. Judge Karahan has long advocated for a DWI Court program (modeled after Harris County Star Drug Courts), and in January 2008 Court 8 became one of five legislatively approved pilot DWI Courts in Houston. These courts provide intensive rehabilitation programs for repeat DWI offenders who meet each month with Judge Karahan and work through a four-phase program. Judge Karahan is chair of the Case Flow Management committee of the Harris County Criminal Courts-at-Law. Judge Karahan regularly speaks at CLE seminars, colleges and universities, Houston area public and private schools and in the community on criminal justice issues and concerns.
